It's difficult to tell, Pebs.
Picture quality depends on (amongst others) the following factors:
The streamer's upload speed
Your download speed
The number of people connected to your local hub or exchange
Are there other wireless devices (eg Laptops or games machines) connected
The number of 'background' processes running on your PC
The speed of your PC/Laptop processor or other hardware
Wireless connection is slower than Ethernet connection. USB connection is the slowest
Different Anti-virus packages affect streams to a greater or lesser extent
The total number of people watching a browser link affects quality. The more watching, the more the stream will start/stop
Those are the first few thoughts that came to mind. I'm sure that I (and others) will think of a few more.
I'd recommend investigating some of the other possible reasons before spending good money on what may be an unnecessary graphics card.

Don't disable your anti-virus. What version of Windows are you using (XP, Vista or 7), and what anti-virus?

i have never been able to watch veetle, back when it first came out it would go really blocky with pink squares everywhere and freeze and generally buffer but i figured it was my rubbish laptop and wireless connection that was causing it so just ignored it.
but then i bought a powerful desktop and now connect via ethernet and still veetle is rubbish for me. for the few seconds i can see a picture its brilliant but i just can't get veetle to work any sense
