In brief, a proxy is where it looks as if you are logging in from a different computer, so in this case, can vote again without showing up as a multiple vote. Multiple votes from a single IP-adress are usually subtracted from the final figure.
You can change your IP via Tools> Options> Advanced > Settings in Firefox. It's similar in most browsers.
To find proxies, check sites like

this. Replace your IP details with the given ones. Remember to change back to the original settings afterwards.
